Although "junk faxes" as you describe normally might be protected as commercial speech, the recipient still has to buy the toner and paper in which they appear. Therefore, the courts have ruled that the sender has no right to impose a financial burden on beneficiaries for printing faxes media. These faxes therefore are not protected speech and have been illegal, at least a decade. You need a minimum combination of incopetence and dishonesty by the sender to advertise in such manner. I would not trust such an offer. When I had a fax, I kept a record of faxes as they refused to negotiate any more with anyone who sent me one or to purchase advertised products unless he had reason to believe that advertising was an unauthorized distributor.
